  • Environmental Caucus General Meeting Date Update

    Due to renovations, Democratic Party Headquarters is not available on the original date and we have not found another suitable location on such short notice. That being the case, we have opted to postpone the next General Meeting until Wednesday, April 24, 2013.

    If renovations are completed on time, the meeting will be at our usual location, Democratic Party Headquarters–Ward Warehouse.

    If we need to relocate, we will send an update.

    In case you haven’t heard yet, the first bill to address the PLDC law (SB942) has been scheduled for a hearing by the House Transportation Committee on Wed, Jan. 30, 10am, in conf. rm. 309. SB942 seems to repeal much of the PLDC law, HRS §171C, including exemptions, but not sure what harmful powers still remain.

    Special Evening Speaker: Ronald J. Cannarella

     As far back as he can remember, Ron Cannarella had two role models: Jaqcues Costeau and Officer Spock. One saved the world, and the other got to explore strange new worlds and seek out new civilizations.

    Upon completion of his forestry degree in 1985, the US Peace Corps gave him the opportunity to establish a Forestry Department for the island of Guadalcanal, in the Solomon Islands, which had unilaterally been granted its independence from Great Britain only a few years earlier. From there, Ron moved to Washington, DC where he worked for one year at EPA before accepting a two year contract position in Majuro, Republic of the Marshall Islands where he established the Marshall Islands Environmental Protection Authority.

    Upon completion of his contract, Ron was offered a position as a research associate at the University of Hawaii in 1990. He studied Urban and Regional Planning at UH, but before he completed his studies, he was offered a position as the Information and Technical Services Forester at the Department of Land and Natural Resources, Division of Forestry and Wildlife (DLNR/DOFAW), where he works today.

    In his position at DLNR, Ron has had the good fortune to work on several statewide planning and mapping projects. As a result, he regularly interacts with many diverse groups of people from cultural practitioners to world-class scientists, from students to kupuna.

    He is a firm believer in open government, that data must be converted to useful information, and that the marketplace of ideas based on accurate information is the best way for mankind to face the daunting challenges we will be facing in the coming decades and centuries.

    At the Caucus’s August 22ndGeneral Meeting, Ron’s objective is to spark debate on some of the important environmental and social issues of interest to the audience, with emphasis on topics that are currently “in play” in Hawaii. He will discuss issues such as sustainably managing our natural resources and retaining our human capital, the future of our water supplies, energy sources, and coastal areas. What is being done to manage invasive species, how Hawaii is responding to potential climate change and sea level rise? He will try to shed some light on how the state approaches those issues with which he is most familiar. His opinions are his own, and do not reflect the Democratic Party, the Department of Land and Natural Resources, or the administration.

    Special Member Request: As a part of our yearend celebration, we plan to honor legislators who where particularly helpful during the last legislative session. For our award to be meaningful, we must be able to documents specific actions honorees took on behalf of the environment during the 2011 session.These actions might include, but are not limited to, assistance writing a bill, support for legislation we supported, or opposition to potentially harmful legislation. Your recommendations are important.

    We plan to finalize the list of legislators the Caucus will honor at our next Executive Committee meeting on Nov 23. Please send any recommendations that you would like us to consider by November 20, and be sure you document what your legislator did to warrant your recommendation.

    • We would like to expand the Steering Committee so that each neighbor island has a voting representative
    • We have been told that now that our Caucus is official, we need to change the name of the Steering Committee to Executive Committee
    • We would like to create a way for absent Steering Committee members (or should I say Executive Committee members) to vote by proxy.  Currently, in order to vote, members must be present.
    • At the meeting, we intend to present these changes to you and ask that you vote to accept them

    o   Voting for new Executive Committee Members:

    • Christian Adams had to resign from the Steering Committee because of his ever-filling schedule. We will be looking to fill this position.
    • We would also like to vote for any new At-Large Neighbor Island Representatives should the bylaw changes be approved.
    • IMPORTANT: If you would like to be nominated to the Steering Committee, please contact lynnmariesager@gmail.com and indicate your interest.
    • We are still looking for someone willing to take on the job of Secretary. Mike has been swamped has had a hard time fulfilling his office.

    o   Overview of our Strategic Plan for the next legislative session, including the need for Primary Citizen Advocates
    o   Follow-Up on our “Roundtable Discussion Series, including “A Caucus Recommendation Letter” for moving forward.
    o   Announcement of Caucus Anniversary Event scheduled for the 22nd of October at 6:00 pm.

    As you can see by the proposed agenda, we have a lot of important information to discuss and vote on. Please make it a priority to attend.

    Finally, I am hoping to test a new computer teleconference option called Wiggio. If you cannot attend in person, are computer literate, and would like to try attending through video conferenceing, please let me know via email. I will send you an invitation to our video conference group on Wiggio. We will be testing it before the meeting (about 1:00). If all goes well, we will have the video conference connected for the entire meeting.

    HAWAIIAN MONK SEAL RECOVERY ACTIONS PEIS – PUBLIC MEETINGS
    NOAA Fisheries Service invites you to join us for public meetings.  We will be holding two types of meetings:  Town Hall Meetings and Public Hearings.

    TOWN HALL MEETINGS – Informal Question and Answer
    NOAA Fisheries Service staff will provide a presentation on the status of monk seals and proposed recovery actions draft Programmatic Environmental Impact Statement (PEIS), and then be available to answer community questions and talk story about monk seal recovery.  For your convenience, at least two town hall sessions will be offered on each island. **Please note: These are informational meetings only; we cannot take public comments for the record at these meetings.

    PUBLIC HEARINGS – Formal Hearing for Public Comments
    NOAA Fisheries service staff will provide a brief presentation about the draft PEIS and then receive comments for the public record. The first 30 minutes will be an informal open-house where folks can talk story with NOAA scientists and managers involved in monk seal recovery.

    NOAA Fisheries Service is pleased to announce the availability of the Draft Hawaiian Monk Seal Recovery Actions Programmatic Environmental Impact Statement (PEIS) for public review and comment.  NOAA Fisheries Service is proposing to implement specific management and research actions for endangered Hawaiian monk seal recovery in the Hawaiian Islands.  In accordance with the National Environmental Policy Act (NEPA), NOAA Fisheries Service prepared the PEIS to evaluate reasonable alternatives, potential impacts, and proposed mitigation for this action.  A link to the draft PEIS can be found on the project website at:  http://www.nmfs.noaa.gov/pr/permits/eis/hawaiianmonkseal.htm
